Practicing Da`wah on Beaches

Question

Some brothers suggested having Islamic beaches for brothers and others for sisters and others for Muslim families so as to protect the practicing Muslims from watching unveiled women and other scenes that may be offensive to their deen (religion) and haya (modesty). Other brothers said that this will segregate practicing Muslims and they will not be able to practice da`wah to others. The first group said that this is meant for the protection of our deen and haya and it is no use talking to the other people (that is, non-practicing Muslims) because the beach is not a place for da`wah. What do you think about this issue?

In the Name of Allah, Most Gracious, Most Merciful.

All praise and thanks are due to Allah, and peace and blessings be upon His Messenger.

Dear questioner! May Allah accept this sincere desire to work for Islam and grant you mighty reward. If fact, your question is indicative of your good intention and desire to understand the teachings of Islam and be illuminated with it.

A Muslim da`i is not limited to a certain place or time, for his noble message exceeds all times and places. In making da`wah, a Muslim should never slacken or feel frustrated. In addition, a Muslim should spare no pains or leave any stone unturned in spreading the word of truth. Even on beaches, a Muslim should not stop introducing the guidance of Islam to people. However, this should be governed by certain rules and the da`i himself should evaluate the situation and see what is to be done and what is to be avoided.

Responding to your question, Dr. Sano Koutoub Moustapha, professor of jurisprudence and its principles at the International Islamic University, Malaysia, states the following:

“Thank you! It doesn’t seem to be practical or easy nowadays to have special beaches for brothers and sisters, especially in non-Muslim countries. Therefore, Muslims should not spend their efforts and energy in arguing about this issue at least for the time-being.

As for da`wah, Islam doesn’t limit it to a specific place or time. However, one should have strategic plans while making da`wah, meaning, one should evaluate the situation and consequences before undertaking da`wah work in a place. Furthermore, one should know the priorities of da`wah.

In this regard, it is out of doubt that beaches should not be priorities for da`wah work, especially in their current set-up and environment. However, during vacation one should try to avoid beaches, which are full of contradiction with Islamic teachings. Certainly, it would be better not to expose underage and adolescents to these beaches.”
