Wa`alaykum As-Salaamu Warahmatullahi Wabarakatuh.
In the Name of Allah, Most Gracious, Most Merciful.
All praise and thanks are due to Allah, and peace and blessings be upon His Messenger.
Dear questioner, thank you very much for having confidence in us and we hope Allah Almighty renders such efforts that are purely for his sake a success.
In his Fatwa regarding establishing foreign military bases in Muslim countries, Sheikh Faysal Mawlawi, deputy chairman of the European Council for Fatwa and Research, states the following:
“It is not permissible, as far as Islam is concerned, to establish foreign military bases in Muslim countries for the following reasons:
1-The primary concern of such military bases is to serve foreign interests. In reality, they do not care about our national interests, and in no way are the two interests supposed to gain common ground. In return, we shouldn’t help establish such bases at all because helping them is considered as a kind of co-operation on sin and aggression, which is forbidden. Allah Almighty says: “… help not one another unto sin and transgression…” (Al-Ma`dah: 2)
2-Such bases constitute a direct foreign intervention in Muslim affairs that have serious repercussions on the independent decision-making process in Muslim countries.
3-When Muslim rulers succumb to the demands of non-Muslims and give them the green line to formulate their own decisions, then they are considered traitors to Allah, His Messenger and all their fellow Muslim brothers. The Prophet, peace and blessings be upon him, is reported to have said: “All of you are guardians and responsible for your wards and the things under your care. The Imam (i.e. ruler) is the guardian of his subjects and is responsible for them…”(Reported by Al-Bukhari and Muslim)
It is worth stressing here that leniency towards non-Muslims and showing loyalty to them against the interests of Muslims is not permitted in Islam and it is considered a kind of beguilement to Muslims. The Prophet, peace and blessings be upon him, says: "When Allah entrusts one of His slave-servants to guard the common folk and to take care of their affairs, and the one in charge dies while being disloyal, Allah will prevent him from entering Paradise."(Reported by Al-Bukhari and Muslim)
Shedding more light on the issue in point, we can say that when a Muslim country allows a non-Muslim country to use its airspace to launch military strikes against Muslim countries, then the Muslim country is conniving with the non-Muslim country against the Muslim one, even if the Muslim country did not offer any logistics or equipment in the process.
This is the loyalty which Allah Almighty has warned Muslims against. Allah Almighty says: “O you who believe! Choose not My enemy and your enemy for friends. Do you give them friendship when they disbelieve in that truth which has come unto you, driving out the messenger and you because you believe in Allah, your Lord? If you have come forth to strive in My way and seeking My good pleasure, (show them not friendship). Do you show friendship unto them in secret, when I am best Aware of what you hide and what you proclaim? And whosoever does it among you, he verily has strayed from the right way. (Al-Mumtahanah: 1)
He Almighty also says: “O you who believe! Choose not disbelievers for (your) friends in place of believers. Would you give Allah a clear warrant against you?” (An-Nisaa’: 144)
Claiming that such procedures are done in self-defense is categorically baseless.
Finally, on the basis of what has been stated above, we conclude that:
1-It is not allowed, under any circumstances, to allow a non-Muslim entity to establish non-Muslim military bases on Muslim lands.
2-If such military bases already exist in a Muslim country, then it is not also allowed for such bases to launch strikes against another Muslim country, let alone offer facilities to launch attacks."
