Donald Rumsfeld is the scapegoat of the Republicans. Four times a Congressman, Rumsfeld's hard-right voting record in the House established his conservative credentials. He was Richard Nixon's ambassador to NATO, Gerald Ford's chief of staff, and the youngest US defense secretary in 1975. During Bill Clinton's administration, Rumsfeld headed a commission to investigate the threat to America of ballistic missiles.

He has been both the youngest and the oldest defense secretary in US history, first serving in the role under Gerald Ford between 1975 and 1977.

He wrote a pamphlet known as Rumsfeld's Rules — famous in US political circles - that collects nearly 30 years' worth of quotations and reflections by himself and others.

In a chapter titled "Keeping Your Bearings in the White House," one entry reads "If you are not criticized, you are not doing your job."

Another, in a chapter headed "Serving in Government," states "If in doubt, don't. If still in doubt, do what's right."

Rumsfeld's former deputy, Paul Wolfowitz, once described him as "a constant, active source of energy. ... He generates a mini-storm wherever he goes."

Since his appointment as Bush's secretary of defense he pushed for invading Iraq and the events of 11 September no doubt strengthened his ideas. He is the engineer of the Iraqi war and one of the causes of this war.
