The Assassination of President Maskhadov

By  Movladi Udugov

The assassination of Chechnya’s democratically-elected President Aslan Maskhadov bodes ill for the volatile Caucasus. Already the Chechen government has promised to retaliate against Russian occupation forces, suggesting a renewed and intense round of bloodshed is imminent.

President Maskhadov was elected in 1997, in the brief period of de facto independence Chechnya enjoyed before the second Russian invasion. Although Maskhadov was the Chechen chief of staff prior to his election to the Chechen presidency and inflicted a humiliating and total defeat on Russia’s armies in 1996, Maskhadov consistently and repeatedly sued for peace with Russia in the aftermath of the Russian invasion of 1999. He unequivocally condemned the killing of civilians, and stated that Field Commander Basayev would stand trial after the war for the Beslan hostage taking.

President Maskhadov’s administration also put together a plancalling for an international administration to oversee a transition to democracy and independence in Chechnya. Tragically, the international community has cynically chosen to ignore Russia’s genocide of the Chechens, favoring closer ties to Putin’s Russia.

Below is the text of a statement made by Movladi Udogov, the Chechen government’s Chief of the External Subcommittee of the Informational Council, published on the Chechen website Kavkazcenter.com. The statement was made prior to the announcement of the succession of Sheikh Abdul-Halim Sadulayevto the Chechen presidency. Due to consistent hacking attempts on the web site, it has been deemed prudent to paste the statement in full here. Below is the text, edited for clarity.

The late President Aslan Maskhadov of Chechnya

The late President Aslan Maskhadov of Chechnya

President Aslan Maskhadov: Shaheed, in sha' Allah!

On March 8 the President of the Chechen Republic of Ichkeria [CRI] Aslan Maskhadov became a shaheed [martyr in the cause of Allah]. He fell in battle in the village of Doikur-Aul (Tolstoy-Yurt).

This report was confirmed by the Chechen Government.

Moscow has made no secret of the extreme importance of what happened. It has been emphasized by the public report that Russian KGB/FSB chief Patrushev made to Putin. Putin was not concealing his joy either, and right in front of a TV camera he issued an order to decorate the "distinguished ones," [i.e. the Russian soldiers who murdered President Maskhadov].

The invaders and puppets claim to be celebrating a victory. There really is reason for their temporary propagandistic euphoria. Now Putin and co. will have an additional argument: "So who is there to negotiate with?" since the president of Chechnya, elected without any help from the "Council of Europe" and betrayed by them, has now been killed.

"The war will be finished only when the threat from the North is eliminated."

It's all true, with the only substantial difference being that there is nobody to negotiate with in Chechnya, because Aslan Maskhadov was the only person who believed that there was still something to talk about with Moscow. Now there is no such person in Chechnya.

Those who claim that, with the death of President Maskhadov, the entire period of Russo-Chechen confrontation is now over are absolutely right.

By killing Maskhadov, the Kremlin has killed the last illusions of those Chechens who still believed, no matter what, in so-called "international law" and civilized communication with the regime in Moscow.

The death of the president of the CRI has started a new phase in the history of Russo-Chechen military confrontation. This phase will not only rule out negotiations, but even a cessation of the war.

The war will not stop; it will be finished. But it will be finished only when the threat from the North is eliminated once and for all.

Aslan Maskhadov is not the first Chechen president to become a shaheed, in sha' Allah [Allah willing], and probably not the last Chechen leader who will die in battle for his country's freedom. But Aslan Maskhadov is the first president who was killed demonstratively and vilely in response to reaching out his hand for peace, and he was the last one who will reach out his hand for that purpose.

We ask God to accept the jihad of the President of Chechnya Aslan Maskhadov!
