Mansour was born in Reading, Pennsylvania in 1979. Her parents had immigrated to the U.S. from Egypt in 1970. She lived in Pennsylvania for 3 years and then moved to New Jersey and has been living here for 27 years.

She attained her undergraduate major degree in Computer Science and her minor degree in Political Science in May of 2000.

Mansour worked as a software developer at Johnson and Johnson for 4 years and is currently home with her two children. She is also an active member of Islamic Society in Central Jersey.
