Mohamed El-Moctar (El-Shinqiti) was born in 1966 in the Islamic Republic of Mauritania. Jurist, poet and political analyst, he writes extensively on political thought, fiqh of Muslim minorities, Islamic literature, and dialogue between the Islamic World and the West.

• Bachelors Degree in Translation (Arabic – French – English) in 1994

Experience
• From 2001 to the present: Imam of the Islamic Center of South Plains, in Lubbock, Texas.
• From 1999 to 2001: Instructor of Islamic principles and Arabic language for English speaking at different Islamic institutions in the US, including the Islamic Center of Washington ( Washington, D. C.), American Open University ( Virginia), Foundation of Islamic Education ( Villanova, California) and the Islamic Center of Modesto ( California).
• From 1997 to 1998: Instructor of Tafsir (Qur'anic exegesis) and Arabic grammar at Al-Eman University ( Sana'a, Yemen) and researcher at the Yemeni Center for Strategic Studies.
• From 1989 to1996: Teacher of Arabic grammar and poetry at several Mauritanian high schools, and editor and translator at several Mauritanian newspapers ( Al-Qalam, Al-Dhiya, Mauritanie-Nouvelles … etc).
