The best thing to do at the beginning of the new year is exactly what we all need to do every now and then. Let's all count our deeds for the past year. Let's reflect on our deeds for the past year. Let's see how it passed by and see how we managed our relation with God. In case we have sinned let's ask for forgiveness and in case we have missed some good deeds, then let's exert extra effort. Let's look back and see if we have wronged anybody and make sure we make it up for them some how. Just let's look back & reflect. And then, let's launch to a better future!

What should we do in order get closer to God in 1428?

What would bring us closer in 1428 is to follow any and every divine and prophetic order. Looking back and reflecting on one's own deeds is a must. But being trapped within the agonies of any mistakes or sins would take the person in an endless dilemma. The point is that the person is to avoid the repetition and to repent. Then, maybe you could set some goals for the year. For example, if you have some weak points, you can try to work on them. In case you are short in memorizing the Qur'an, you can set the goal of memorizing a certain portion of the Qur'an each week so that you can be done by the end of the year.
This is but an example. You can choose among many. You can think about your relation with your husband and see where you have wronged him or your mother and make a plan to make up for that. The better you make your deeds, the better you are a Muslim, then the closer you are to Allah.

How to make the best use of my time, everyday I wake up in the morning having in mind million things to do, and I end up doing very few things..I've no control overtime, the day just flies.

Time management is a skill that needs some self-discipline and some planning. In case you are relating it to our topic, you need to plan your life according to your worships, not to plan your worships according to your life. Don't have your daily worships, nor your yearly worships come across your life by the way. Set your calendar for every religious event and plan how you will communicate with God. Then plan your day, month, and year around that event or ritual. Put the event or the ritual of the day or the month as your goal, and then work on reaching your goal.
An example is the 9th and 10th of this month. It is recommended by the sunnah of the Prophet Muhammad to fast those two days. Then, mark your calendar ahead and make sure that on the previous nights for those two days to sleep early in order to wake before dawn for your pre-fast meal. Another daily example is your five daily prayers. Don't just have them prayed by the way. But plan for them and have them as your daily targets. If you want to pray Fajr at dawn time, then sleep early in order to understand your recitation of the Qur'an when you wake up. Then, make sure to prepare yourself in ablution before each adhan, so that you would be spiritually and physically prepared for the prayer. Here the prayer would become a goal, not just something that is passing by though out in your day.
These are but examples, and you can go ahead with the rest.

God would forgive our sins if we repent this year or any time. This is simply because He has promised us His forgiveness as long as we repent and regret our mistakes sincerely. It doesn't matter if we ask for His forgiveness today or tomorrow, this year, last year or the coming year. The moment we repent and regret, Allah the Most Merciful accepts us. This is the divine rule. Then, let us move towards repentance, because we need not postpone it any more. We never know how long we will live to witness another tomorrow, not only another year!

Your question is a very deep question that needs a very rich answer. The space here might not be enough, but I will try to cut it short. You simply need to realize by heart and soul that it is Allah Only Who is the doer of every thing in this life. He is the One Who deserves love, for He is the One Who provides true love. Creation love because they take back in return for their love, but God doesn't! He gives you all what you are and makes you all what you are and asks you for nothing! All you have to do is simply to acknowledge Him.
The moment you acknowledge Him, your heart will simply move towards Him and will encompass all love towards Him. You need to realize deep inside your heart, mind and soul that it is God Who supports you, provides you, sustains your life, bestows your smiles and that He is the Only One capable of embracing your grieves and agonies.

Will i ever know if Allah SWT accepts my pleading for forgiveness?

You should expect that you are accepted as long as you are sincere my dear. Because this is the rule and because this is the divine promise. Allah has promised us forgiveness on the condition of the sincerity in repentance. So, just start your new year and each new day with the hope of being accepted. Pray at each dawn to be forgiven, for we daily sin. Make sure that Allah will keep His promise and trust His words. He has said in the Noble Qur'an what means:
{Say: "O my Servants who have transgressed against their souls! Despair not of the Mercy of Allah: for Allah forgives all sins: for He is Oft-Forgiving, Most Merciful.}(Az-Zumar 39:53)

Well, maybe you can punish yourself when you break the rule! Do not be terribly hard on yourself, but you have to deal with yourself as a naughty partner who needs discipline. So, when you feel tempted to sin, make sure to resist with all possible means. If you fail, then punish yourself, with no severe punishment. For example, you can deprive yourself from something you like for once or twice. You can make extra fasting or something of that sort. This is of course in addition to extra repentance and supplication asking for forgiveness, seeking God's help to overcome such habits. In case you succeed in resisting your temptations, then make sure you reward yourself with something you love, to feel the difference. Just make sure that this thing is something that pleases God.
