Pakistan, India Trade Accusation Of Terrorism Over Kashmir

ISLAMABAD, Dec 16 (AFP) - Pakistan on Thursday accused India of carrying out "terrorism" in Kashmir and preventing a resumption of dialogue between the two countries. "For dialogue there has to be a conducive atmosphere," Foreign Ministry spokesman Tariq Altaf told reporters. For a conducive atmosphere India has to stop "state terrorism in the Indian-held Kashmir."

India blames Pakistan for sponsoring terrorist attacks in its zone of the disputed Himalayan region of Kashmir, a state that is split between the two rival neighbors. The two South Asian nations, which conducted nuclear weapon tests last year, have fought two wars over the territory since their independence in 1947.

The Muslim majority's efforts to liberate itself from the oppression that the Indian military has wrought since occupying the region have led to more than 25,000 people being killed in Indian Kashmir since 1989.

Indian leaders have said Pakistan should stop "cross-border terrorism" in Kashmir and restore mutual trust before talks can take place. Pakistan denies the charge but vows moral support for Kashmiri Muslim warriors.

Pakistani military ruler General Pervez Musharraf invited India to hold talks on the Kashmir dispute after he seized power in a coup on October 12. Indians blame Musharraf for triggering a mini-war in Kashmir in May, when he was army chief, and scuttling a peace process initiated by a summit between then Pakistani premier Nawaz Sharif and Indian premier Atal Behari Vajpayee in February.
