Abdesselem Boulanovar, an Algerian who also holds a French passport, and Pandu Yudhawinata of Indonesia "are now in the custody of the military in connection with their involvement in the secession in Mindanao," immigration bureau chief Rufus Rodriguez said on government television.
He said the bureau was awaiting the military's decision on whether to file charges against the two, and that both would be deported if no charges are laid.
Rodriguez did not say when or where the two were arrested.
The Philippine government is fighting a 21-year secessionist campaign by the 15,000-member Muslim group, the Moro Islamic Liberation Front in the southern island of Mindanao.
President Joseph Estrada's government is attempting to negotiate a peace settlement with the Muslim leadership. The immigration bureau here said Boulanovar arrived in Manila last October while Pandu came here on September 28.
