6 - يرصد بيت الحرية Freedom House، ومقره نيويورك، درجات لكل من مستوى الحقوق السياسية، والحقوق المدنية (أو ما نسميه الحريات المدنية) في العديد من البلدان، ينشرها بعد ذلك في دليل الحرية الذي يصدر في دورية "الحرية" Freedom عدد يناير/ فبراير من العام بحيث يتناول الوضع في العام السابق، وتؤخذ الدرجات من المنبع، وعلى الرغم من عدم دقة هذا الدرجات إلا أنها توفر قاعدة ملائمة للمقارنة منذ عام 1972. وتعتبر أفضل الحالات هي الحاصلة على درجات(1) فعلي صعيد الحقوق السياسية يعني ذلك الرقم أن الأفراد يلعبون دورًا فاعلاً. ويقومون بجانب رئيسي في اختيار نظامهم السياسي الحاكم، ويشير كذلك إلى وجود تعدد حزبي، ومعارضة معتبرة وتداول للسلطة عبر الانتخابات.
ومن ثم تشير الحقوق السياسية إلى قدرة الشعب على اختيار قادته بحرية، ويعني رقم (1) على صعيد الحقوق المدنية حرية الأفراد في التعبير عن آرائهم، وسيادة حكم القانون، والتحرُّر من القمع السياسي (التعذيب، السجن لأسباب سياسية..)، حرية العقيدة، حرية الانتماء للمنظمات التطوعية، حرية الانتقال والعمل. وهذا التعريف مستمد من:
