EU Demands Urgent Application Of UN Middle East Resolution

EU: "Peace and security can only be achieved through negotiations."11

BARCELONA, March 16 (IslamOnline & News Agencies) - European Union leaders Friday called for urgent implementation of a U.N. resolution mentioning a Palestinian state and demanding be lifted all travel restrictions on Palestinian President Yasser Arafat, news agencies reported.

Winding up the first day of a two-day summit, Spanish Foreign Minister Josep Pique told reporters that leaders of the 15-nation bloc had agreed on a 13-point statement that "warmly welcomes" the U.N. Security Council's resolution 1397 voted late Tuesday night, a resolution which for the first time mentions a Palestinian state.

"This resolution must be urgently implemented, in particular the demand for an immediate cessation of all acts of violence, including all acts of terror, provocation, incitement and destruction," said the statement.

It noted the Israeli government decision to "release" Arafat "from his confinement" in the West Bank city of Ramallah, and demanded "that all remaining restrictions on his freedom of movement be immediately lifted."

The EU, Pique said, "must not wait for the Arab League summit in Beirut to take place before he obtains his freedom." The two-page statement said the Middle East was in the grip of "an extremely grave crisis."

"The EU calls on both sides to take immediate and effective action to stop the bloodshed. There is no military solution to this conflict. Peace and security can only be achieved through negotiations."

The 15-nation bloc also "remains convinced that a third party monitoring mechanism would help both parties to pursue their efforts" toward peace, "and urges them to consider proposals to accept observers. The EU and the member states are prepared to participate in such a mechanism."

Meanwhile, U.S. envoy Anthony Zinni was set to continue his meetings with Palestinian and Israeli officials Saturday, to broker a ceasefire between the two sides, reported AFP.

He was expected to meet with the Palestinian negotiating committee in the West Bank city of Ramallah around noon. That group include will include top negotiator Saeb Erakat, parliament speaker Ahmed Qorei and Information Minister Yasser Abed Rabbo, as well as security officials.

The meeting will be held in Yasser Arafat's compound, Palestinian sources said, though Zinni and the Palestinian leader, who met Friday, were not officially expected to hold further talks Saturday.

However, Zinni's "schedule can change at any time," a diplomatic source told AFP, adding that Zinni's meetings with Palestinian officials could also be held in other West Bank towns.

The retired Marine Corps general, who arrived in Israel on Thursday night, will hold a second meeting with Ariel Sharon at the Israeli prime minister's ranch in the Negev desert, public radio said. The U.S. embassy did not confirm the meeting.

Since returning to the region on his third ceasefire mission, Zinni also held talks with Israeli Foreign Minister Shimon Peres and Defense Minister Binyamin Ben Eliezer.

Before meeting Arafat Friday evening, he said his "expectation was success."

On Friday, Palestinian officials said a woman, her three children and a young nephew had been riding in a donkey cart near al-Bureij camp in the Gaza Strip when they detonated a landmine left by withdrawing Israeli security forces, BBC's online news service reported.

Palestinian security chiefs in Gaza identified the victims as Zeina Awawdeh, 43, her son Salem, eight, her daughters Dahani, 14, and Amaneh, 16 and a nephew, Tareq, 12.

Two other children were also injured.

In continuous aggression, a Palestinian civilian was killed by Israeli occupation troops in the southern West Bank city of Hebron Saturday morning, Palestinian hospital sources said.

Mohammad Salama Daana, 25, was shot dead as he was driving his car in an area under Israeli army curfew, the sources said.

His death brings to 1,541 the number of people who died since the Palestinian uprising erupted in September 2000, including 1,193 Palestinians and 343 Israelis.

Another Palestinian who was seriously wounded in shooting near the Gaza Strip area of Jabalya last week died of his injuries Saturday, hospital sources said.

Majed Abu Jeldian died in the Shifa hospital here.
