I have a brother who complains to his wife about her household spending, and her spending on clothes, while she complains about how much it costs to maintain his computer and the Internet, and the repairs that need doing in the home - and they both complain about the kids spending on entertainment and their school fees...

Have you got any good suggestions because he's not listening to me?

I think the best solution for this problem is that both you and your husband should sit together and have an open dialogue about all these issues and discuss together the best ways for planning how to deal with these expenditures and each party defending his action should try to convince the other party.

Guys, when i said I had a brother, I was not talking about me... besides, I would appreciate some genuine practical; suggestions that I could pass on, because this more likely to help.

You need to sit together as Anas said and make a schedule how to spend your money and how to save some for the future. Let your kids share with you. Good luck.
