force base families claim to be targets.

In
part one, psychological operations (PSYOP) and electromagnetic fields
were been established as the backbone of the U.S. non-lethal weapons (NLW)
arsenal. However, behind the scenes there is also a division within NLW
units that deals exclusively with the application of NLW operations on U.S.
citizens. This division includes Project Slammer, a Central
Intelligence Agency (CIA) funded study managed by CIA and Federal Bureau of
Investigation (FBI) behavioral scientists. Project Slammer explores
the “mental make-up” of alleged “whistleblowers” - including their
families and involves the NSA, Army, Navy and Air Force Intelligence. This
project leaves people who have filed complaints against the division few
places to turn for help. With nowhere to turn, then, some Americans have
presented their case to the Association of National Security- Electronic
Surveillance Project (NSESP).
One
extreme case presented to the NSESP was from a woman who was driven to
extreme stress by ongoing electronic harassment focused on her children. She
eventually killed one child with the intention of saving her from further
pain. When the harassment intensified in the form of lasers she became
desperate and called the Soviet Embassy to report what she believed the U.S.
was behind. Showing further defiance she called an Iraqi government
representative to express the U.S. governments war in the Middle East as
“hypocritical”. Consequentially, she was hospitalized in the Midwest
where many victims live situated near an USAF base that houses a secret
research facility.
Many
families of employees on the base claim to be research targets. Although
their cases are not as extreme as the woman mentioned above, many have filed
complaints on a number of issues from disturbing observations to direct
harassment. One resident observed an officer move out of an apartment
building holding a device, which resembled an oversize microwave oven
4'x2'x2½'. The subsequent examination revealed he had tapped lines into
existing home telephone and TV cables via a concealed excavation into the
adjoining wall to harass the occupants. It was later revealed that he was
linked by modem into a computer network. Some of his electronic equipment
was placed in a walk-in closet adjoining the harassee (Mckinley, p.13, 16,
18).
A
woman in the apartment building had sought medical assistance to counter
massive headaches and recurrent attacks of vomiting – effects that can be
produced by infrasound. The referred physician was allegedly an Internal
Medicine specialist. However, he prescribed her Compazine and Xanax,
although the Physicians’ Desk Reference warns against these drugs.
Compazine is an anti-emetic used also for psychotic disorders causing loss
of physical control and Xanax enduces vomiting. Both cause dependence,
deteriorate the condition and mutate under high energy-fields.
Eventually, she was referred to two other “specialists” who seemed to be
engaged in a cooperative effort against her health. One of the physicians
did not have a license to practice in the state.
Such
events and paranoia pertaining to security have also been observed in the
modern Israeli government. Experts relate many of these events to the
extent to which a state will go in order to maintain control of one’s
territory. They feel that continued misinformation results stems from
governments that feel that being informed would be a threat to their
ideologies. As a result electoral systems are crippled resulting in fiascos
like the U.S. election in the year 2000 where total votes were questioned.

In
fact, although secrecy against its own people is unconstitutional, it
appears to be happening quite often. The report by the Council on Foreign
Relations (CFR) stated, “The Nairobi Convention to which the United States
is a signatory prohibits the broadcast of electronic signals into a
sovereign state without its consent in peacetime.” Yet it was also the CFR
report that suggested secrecy so the victims are not aware where the attack
is coming from or even if there is an attack (Begich #2, p.2). This year
alone the U.S National Academy of Sciences refused to release documents that
are listed. These documents pertain to 147 reports that were due for public
release this June.
These
reports include information on The High Energy Laser Systems Test Facility
that operates the most powerful laser in the Western Hemisphere in support
of DoD research with a budget of $800mn. The system includes a Mid-Infrared
Advanced Chemical Laser (MIRACL) and a Sea Lite Beam Director that
when pointed tracks the target to be destroyed by MIRACL (Public, p.1). The
research violates both U.S. and international law on chemical and biological
weapons since it is highly dangerous to the surrounding public.
Other
projects are still in the proposal phase, but also pose a risk to the
public. One arising proposal was from the Oak Ridge National laboratory,
Tennessee, who wanted to use electro-magnetic fields “ranging from the
disruption of short-term memory to total loss of memory and the loss of
control of voluntary bodily functions” using direct-energy weapons. When
Ed Hammond of the Sunshine Project visited the Academy’s Public Access
Records Office to see 77of those documents they initially agreed to hand
them over. A week, and only 69 reports later, Hammond ascertained that the
Joint Non-Lethal Weapons Project intended to re-write the chemical and
biological weapon treaties to allow themselves more freedom in the knowledge
that it violated all treaties since 1990.
In
fact, one 1998 application from the Office of Naval Research proposed
genetically engineered micro-organisms that could corrode roads and runways
and produce “targeted deterioration metal parts, coatings and lubricants
of weapons, vehicles and support equipment as well as fuels”. After
wreaking havoc, the organisms were to self-destruct. Naval research has
patented a microorganism that would decompose polyurethane, a common
component of paint for ships, aircraft and anti-radar coating. Unexplained
air crashes have been investigated with this in mind.
Another
1998 proposal from a bio-laboratory, at the Brooks Air Force in Texas,
wanted to refine anti-material biocatalysts and to breakdown organic
molecules like fuel and plastics (Mackenzie, p.1-3). Shortly after the
development of this substance, more Americans claiming to have been
victimized contacted Electronic Surveillance Project. Two individuals
reported finding their oil contaminated immediately after having the oil
changed by reputable mechanics. The oil viscosified whilst driving through
remote rural areas and the car naturally ground to a halt. The ordeal in
removing the thickened sludge out of their engine was a costly affair.
Included
in the Non-lethal Weapons scheme is a large three-dimensional VDU, which is
a large curved screen that dramatizes data showing the impact of global
warming on earth including the oceans. Currently it allows for scientists
distant from each other to observe and analyze the same display together.
However, Larry Smorr of Cal- (IT) 2 commented that the “analysis
facilities for complex scientific data and sets can also serve as prototypes
for real time analysis of the environment or the health of civil
infrastructure during and after natural or man-made disasters, if they are
engineered with this dual use in mind”. The system utilizes transmitters
and liquid crystal displays and shutter glasses that allow for stereographic
three-dimensional high-resolution images.
The
Qur’an warns us against playing with the unseen. Everything is
interdependent in the universe, and yet we are just beginning to learn the
mistakes made by modern science and medicine about the human body. It takes
more than man’s knowledge to know the limits that sustain us. It is our
choice. “When the earth is shaken with her (violent) shaking, the earth
brings forth her burdens, and man says: What had befallen her? On that day
she shall tell her news, because your Lord has inspired her. On that day men
shall come forth in sundry bodies that they may be shown their works. So, he
who has done an atom’s weight of good shall see it. And he who has done an
atom’s weight of evil shall see it” (Surat ul Zilzal 99:1-8).
