Following are the 24 points of the reconciliation plan presented by Iraqi Prime Minister Nuri al-Maliki to the parliament on Sunday, June 25.

*Governing forces must adopt a reasonable discourse and platform that would restore confidence and foster trust.

*A "sincere" national dialogue will be initiated to engage those who oppose the government's vision and program.

*The constitution will be the guideline in solving the country's problems and the dangerous phenomenon of tit-for-tat assassinations and killings.

*All governing forces must sincerely and openly reject terror and Saddamists (loyalists of ousted president Saddam Hussein).

*Amnesty to all detainees who have committed no crimes, acts of terror, war crimes or crimes against humanity. Those eligible for the amnesty must condemn violence and declare their allegiance to the national government.

*Stop all human rights abuses and punish those responsible for torture. Human rights organizations can visit prisons and meet with detainees.

*Discuss with coalition forces mechanisms that would forbid the abuse of civilian rights during military operations.

*Resolve the problems of those who had been expelled from government institutions (after Saddam's fall in April 2003).

*Review the status of the de-Baathification committee and ensure that it operates within the framework of the constitution and law.

*Improve government services especially in hotspots.

*Coordinate with the United Nations and Arab League on implementation of the reconciliation plan.

*Review and investigate the position of Arab, Islamic and regional states towards the political and reconciliation process in Iraq especially those who support "terror" or turn a blind eye towards its.

*Serious and speedy efforts to rebuild the country's armed forces paving the way for the withdrawal of coalition forces.

*A thorough review of the forces under the command of the interior and defense ministries to ensure professionalism and loyalty.

*Compensate and aid victims of the previous regime.

*Remove obstacles preventing those citizens who have committed no crimes from participating in the rebuilding of Iraq.

*Compensate victims of terror, military operations and violence.

*Support the judiciary as the sole authority for punishing symbols of the previous regime, "terrorists", assassination and kidnapping gangs.

*Ensure that the armed forces are neutral and free from the influence of feuding political factions. Resolving the fate of militias within a political, economic and security framework.

*Unite positions towards "terrorist" and extremist groups.

*Launch a massive reconstruction program for all of Iraq and solve the problem of unemployment.

*The sole legitimate authority to address issues of sovereignty and the presence of coalition forces is the parliament, constitution and government chosen by the people.

*Repatriate and compensate refugees and protect them from them from terrorists.

*Arrests and raids must be accompanied with warrants and be based on reasonable cause and must abide by human rights rules.
