of Iraqi prisoners abuses draw worldwide rebukes

CAIRO,
August 19 (IslamOnline.net & News Agencies) – An army inquiry
into the US abuses against Iraqi detainees at Abu Gharib prison would
clear US military officers from any wrongdoings but blamed them for
creating conditions allowing the abuses, a leading US newspaper
reported Thursday, August 19.
The
report, conducted by Major General George Fay, found no evidence of
any "direct responsibility" among military ranks on
committing abuses against the Iraqi prisoners, the New York Times
said.
The
report, however, blamed senior American commanders for creating
conditions that led to the abuses against the Abu Gharib inmates, the
US daily said.
"There
was no direct policy directives out of the Pentagon that caused
this,'' the New York Times quoted an unidentified official as
saying.
"Commanders
should have exercised more oversight," AFP said, quoting one
Pentagon official.
"The
emphasis on detainee operations was just not there."
The
thousand of pages report, still under completion, is expected to be
presented to the US Congress early next week.
