ISLAMABAD,
November 15 (IslamOnline) - Newly elected Parliament in Pakistan is to
meet Saturday, November 16 to put an end to three years of military
rule, following general elections on October 10.
Pakistani
President General Pervez Musharraf earlier convened the opening
session of the National Assembly on November 8 but later postponed it
on the request of political parties who failed to reach any agreement
on the government formation.
The
fractured mandate, awarded to 16 different political parties by the
voters in the first general elections since a military coup in 1999,
left political parties dependant on the coalition to form government
in the center and in most of the provinces.
Since
the finalization of election results different political parties were
busy finding suitable partners to form a government but ideological
and political differences kept them away from a coalition to
constitute a government.
However,
as the new date for the opening National Assembly was announced
Wednesday it was almost certain that the pro-government coalition was
able to muster support of the religious alliance MMAP for the
government formation.
Information
Secretary of the pro-government PML(Q) which came out as the largest
single party during the October elections, told IslamOnline that MMAP
and his party have agreed to most of the controversial issues in the
way of a coalition. He said the two sides have agreed on most of the
points and a formal announcement of a coalition to form government is
expected within the next two days.
Grand
National Alliance (GNA) with PML(Q) as its part had constituted a
committee to negotiate with the MMAP representative committee on the
issues raised by the latter before it could agree to forming a
government with GNA.
It
was not officially announced but understood that this committee was
authorized by the President to negotiate on the Legal Framework Order
and other issues on his behalf.
The
two committees held more than six sessions in the last four days. They
discussed 29 amendments made by the President in the constitution and
the government posts to be shared in the next government.
PML(Q)
sources told IslamOnline that almost everything has been discussed and
both the committees have prepared recommendations which would be put
before the central leadership of respective parties for a final
approval. If these proposals managed to get approved from both sides,
an agreement to this effect would be announced in two days.
According
to the proposed agreement Mir Zafarullah Khan Jamali of PML(Q) would
be the joint Prime Ministerial candidate of GNA and MMAP. Speaker of
the National Assembly and most probably Chairman of the Senate would
be from MMAP. Maulana Fazlur Rehman, who at present is the Prime
Ministerial candidate of MMAP would be given the ministry of his
choice.
According
to the sources National Security Council would either be removed or
its role of a watch dog on Parliament and the government would be
minimized.
