Qatar Freezes Charity Sponsorship of 21,000 Orphans

Now thousands of orphans the organization helped are without aid

By Dalia Al-Hadidi, IOL Qatar correspondent

DOHA, August 8 (IslamOnline) - Ahmed Bin Ali Al-Boenin, the former manager of the Qatari Charity Organization, criticized the decision of the Qatari government to freeze the organization’s aid to 21,000 orphans around the world.

Al-Boenein pointed out that there was foreign pressure behind this decision.

Al-Boeinin told IslamOnline on Tuesday August 6, that the social affairs administration, subsidiary to the Ministry of Civil Service and Housing, enacted a decision concerning the freezing of postal money orders through money-changing services and banks for the association’s foreign projects which include orphan’s support. He added that the aid had been stopped since April 2002.

Al-Boenein said that he tendered his resignation as the association’s head on August 1 to declare his refusal of such a decision.

“I worked in the Qatari Charity Organization for one aim, which is making charitable work effective, so I decided to resign when I noticed the official bodies working at stopping the transfer of aid to those who deserve them,” he said.

Al-Boenin added that the Qatari authorities wanted to keep itself save from suspect as many Islamic charity organizations were accused of supporting terrorism.

He said that the government had confirmed the money will be transferred. He waited for over four months, but as the government did not fulfill its promise, he resigned to tell the public how bad the situation was.

Al-Boenin said he also wanted to inform donors and sponsors to try and help the orphans personally as long as the organization was unable to carry out its mediating role.

Al-Boenin pointed out that the organization was responsible for charity works in several places in the world such as the Middle East, Asia, Kosova, Palestine, and other places.

He added that 100 Qatari riyals were needed monthly to support one orphan in countries like Egypt, Sudan, Afghanistan and Somalia, and 150 or 200 riyals in trouble areas such as Palestine and Kosova.

He said that the organization was interested in maintaining the relationship between the sponsor and the orphan, so that the sponsor can stay informed of the orphan’s health, financial and educational conditions through letters and periodical reports enclosed with a photograph of the orphan every six months.

The organization had been working for more than 15 years in orphan support as well as education and health care especially for children who were orphaned due to wars and disasters, he revealed.

He confirmed that the number of orphans who were sponsored by the organization lived in 32 countries in Asia, Africa and Europe. He added that their ages ranged from 5-16 years.

Al-Boenin pointed out that he had to carry on major administrative changes which  included closing six offices in the organization to reduce administrative spending so as to save it for projects.

Abdullah Hassan Al-Naema, the current executive manager of the organization, refused to reveal any information about the external pressures on the organization, but he did not deny that aid had not reached the orphans for four months.
