SOMETHING FOR EVERYONE: FRESH IDEAS FOR AN ISRAEL-
PALESTINE SETTLEMENT

1. Create a new Palestinian state made up of the West Bank 
and Gaza.

2. Discourage extremist parties by means of a plurality 
system instead of the usual proportional representation 
introduced elsewhere with no thought of alternatives. This 
would give the edge to moderate parties that attempt to 
build a consensus based on common interests while making 
those based on ethnicity, religion, race or ideology 
relative unviable. 

3. Require a similar approach in Israel within a given 
time frame to prevent similar extremism on the part of 
Zionists and Jewish fundamentalists.

4. Link the two new states via a loose confederation in 
which each is fully sovereign. Mere autonomy won’t satisfy 
the Palestinians. This minimum of political unity would 
help discourage any “Danzig Corridor Syndrome.“ 

5. Create a common market. For Palestinians it’s 
essential. If Lebanon, plagued by similar divisons past 
were to reorganize its constitution along compatible lines 
(a plurality system), it would be a valuable potential 
third member of such a market. I see a potential for an 
economic dynamo here. 

6. Insist on the removal of all Israeli settlements on the 
left bank if need be by a combined Israeli/Palestinian 
force. A joint effort cooperation would build trust among 
Palestinians.

7. Compensate displaced Israeli settlers and assist 
homeless Palestinians by requiring that some of the 
military savings be used to provide housing. (Spending by 
construction workers would have a multiplier impact on 
Palestinian businesses. It beats the indignity of 
depending on foreign aid and handouts. ) 

8. Require full diplomatic recognition for Israel by all 
Arab countries as a condition of approval.

9. Include a mutually acceptable arrangement for dealing 
with war crimes, preferably via the Hague.
It should be limited to the most extreme cases on both 
sides. Other former members of past terrorist 
organizations would get amnesty conditioned on permanent 
cooperation and would be banned from further office, like 
former SS members in Germany.

10. Establish a South Africa-style reconciliation 
commission. Encourage organizations and business that 
build social and economic interaction between Israelis and 
Palestinians. 

11. Move Israel’s sovereign capital back to tell Aviv. 
Otherwise it will remain a needless irritant. I believe 
all but the most extreme Israelis would regard that as a 
small price for peace, especially since Jerusalem could be 
made the common capital of a the new confederacy--an 
equivalent to the Council of Europe in Strasbourg. 

12. End all occupation of Lebanon by Israel forces.
